Restore login attempts for a small handful of Cisco Jabber users.

Impact / Affected Services:
We expect no impact to VoIP services. This change is to restore login capability for a small group of users. This change is for Cisco Jabber, Zoom Phone is not impacted. Please report any Cisco Jabber issues during the maintenance to IT Express.
