Purpose:
Implement change to traffic management for the Davis Campus network.

Impact:
Expected impact, clients may experience a brief period of slow network response when switching between normal and alternate paths.
Worse anticipated scenario, Gigamon-1 and/or Gigamon-2 will not pass all traffic as intended or stop passing all traffic, resulting in a network outage lasting no more than 20 minutes.
