Purpose:
Add a new VLAN and router interface to Colocation to use
ports allocated to their new/future firewall. Also the
route for CFO-SERVER-1-FW will be pointed to the new
firewall.

Impact:
The ports, firewall, and subnets are not currently in use
so no outage is anticipated.
