Purpose: Implement change to traffic management for the Davis Campus network.

Impact:
Clients may experience a brief period of slow network response when switching between normal and alternate paths.
If the network packet broker does not pass traffic as intended or stops passing all traffic, the result will be a network outage lasting no more than 20 minutes.
