Purpose: Prepare to re-deploy unused hardware in the Datacenter.

Impact: No outage is expected. No services are served by this BDF. This change will also involve the active Datacenter BDF since they share a link and unused H/A IP interface. The upstream ADFs will also be involved as links come down and relevant reconfiguration happens.
